Unger, "To the Editor: In "The Ethics of Troop Vaccination" (editorial, Jan. 16), you discuss the giving of not fully tested drugs and vaccines to United States forces in the Persian Gulf, and conclude that "the military is acting more like Florence Nightingale than Josef Mengele". The Government has a long history of giving individuals drugs without permission and in some cases even without their knowledge. I'm reminded of an incident that took place in late 1944 or early 1945. I was in the Navy at a base in Texas when the Navy decided that all the sailors at the base and perhaps at other bases should be given some "sulfa" drug as a prophylaxis. Since there was no disease prevalent on the base, I'm not sure what it was to prevent. All the sailors had to line up at the drinking fountain. We had to put a pill in our mouth, take a drink, then open our mouth so that a pharmacist mate could make sure that we swallowed the pill. When some of the sailors developed a fever, which could have been a reaction to the drug, the Navy doctors diagnosed it as catarrh fever. Since this was carried out and evaluated by Navy doctors, I'm sure that it appeared in some journal as an important medical achievement.
When you are in the military, particularly in war, you can't exercise many rights. To force members of the military to take "not fully tested drugs or vaccines" may not be as bad as Josef Mengele's experiments, but it sure doesn't sound like Florence Nightingale. MYRON B.
